What's in the file
32 columns, the same in every state file, CSV and XLSX. Fill rates are published with each edition at launch.
Blank cells are honest: if we could not find a detail from a source we are allowed to use, or it failed verification, the cell is empty rather than guessed. Multi-value fields such as designations and languages are separated by semicolons, and headers never change between editions, so one import template works every month.
